Bluebonnet’s Community Representatives
serve as the human connection between Bluebonnet and the areas
we serve — our members, community and business leaders,
and local elected officials.
Our five Community Representatives are each assigned
to one of Bluebonnet’s service areas, which also happen
to be their hometowns.
They’re responsible for:
- providing basic information about Bluebonnet
services, programs, activities, regulations, rates and fees
for members and communities;
- responding to member inquiries, and referring people
to the appropriate Bluebonnet divisions or individuals for
help; and
- representing the cooperative on local committees and
taskforces, attending community events and giving presentations
to civic groups.
Bluebonnet’s Community Representatives
are:
Johnny Sanders, Community Development Manager
Johnny Sanders has served as a Bastrop County Commissioner for the past 15 years. Elected to four consecutive terms, he acted as road administrator for precinct 1 and worked with the Commissioner’s Court to upgrade the county’s standards for development. Previously, Sanders worked as a public liaison for a Texas state representative, was a real estate broker and developer, and owned and operated two successful retail businesses.

Gary Gutierrez, Bastrop area
Gary Gutierrez has joined the Bluebonnet team as a community development representative in the Bastrop and Manor areas, reporting to Johnny Sanders. Gary is a graduate of Bastrop High School and retired from DPS after 30 years of service. Previously he has served on the Bastrop School Board and on the city of Bastrop Planning and Zoning Commission. He is involved in many youth activities in the Bastrop area and is well known for being a leader in the community.

Hondo Powell, Manor area
Hondo Powell, a native of Brenham, comes to Bluebonnet from the University of New Mexico where he received an undergraduate degree in History, as well as a Juris Doctorate. He serves as Policy Analyst for Bluebonnet, working primarily on legislative, regulatory, and policy related issues, and is a member of the Lower Colorado River Authority's Energy Efficiency Working Group.

Vance Hamilton, Brenham area
A former high-school teacher and coach, Vance Hamilton most recently served as president/CEO of the Washington County Chamber of Commerce in Brenham. He is a board member with several community organizations, including serving as a Board of Trustee for the Brenham Independent School District, the City of Brenham Parks Advisory Board, Brenham Maifest and is a member of the Washington County Rotary Club.

Joyce Buckner, Lockhart area
Joyce Buckner has 18 years of experience with Bluebonnet in Member and Community Services, serving two of those years as a Senior Representative. She is a native of Gonzales County and for the past 29 years has lived in Caldwell County. She is a member of Grace Lutheran Church in Lockhart, Texas and served on the church council for one term. Joyce is currently serving as a board member for the Lockhart Chamber of Commerce.

Mark Johnson, Giddings area
Mark Johnson has 13 years of experience working for Bluebonnet in Member Services and Administration. He has served on the Board of Directors for the Giddings Area Chamber of Commerce, Lee County Little League and the Giddings Buffalo Booster Club. Currently, Mark is serving his sixth year as treasurer of the Rotary Club of Giddings and his eighth year as Secretary for the Board of the LCRA Credit Union in Austin .

Beverly Lee, Giddings area
Beverly Lee has 25 years of service with Bluebonnet Electric, and previously worked for the Texas Youth Commission at the Giddings State Home and School, and for the Texas Highway Department. A ranch owner and operator, she’s involved in many community groups, including the Rotary Club of Giddings, the Happy Hearts and Hands Quilt Guild and the Giddings Associates of the Seton Development Board.
